The Cape High Commissioner (Sir Henry Brougham Loch)

Henry Brougham Loch (1827-1900), governor, served in the British military and was involved in campaigns in India and the Crimea and missions to China. He became involved in politics in the 1860s and was appointed Governor of Victoria in 1884. He has been described as being the most popular and respected of the men who served in this role, his term ending with his appointment to the position of Governor of the Cape Colony in 1889.
